Model the location
Create a location with a validated civic address and dedicated emergency callback number. Assign endpoints by physical deployment, not only by tenant.
Test every route
If no validated location applies, the safe behavior is an explicit block and operational alert, not an ordinary outbound attempt.
- Confirm the emergency pattern cannot be shadowed by ordinary outbound routes.
- Force the validated emergency identity regardless of the user's normal outbound caller ID.
- Verify primary and failover trunk behavior with the carrier.
- Record test date, responsible person and carrier confirmation.
